Established by state government enabling legislation, place management tends to be private sector-funded through increased property taxes. While there are various forms of place management, the most common is a business improvement district (BID), which provides additional services beyond those provided by the city, such as enhanced cleanliness and safety, plus the management of festivals, parks, economic development and infrastructure investment.
