SCOPE OF SERVICES
Carry out quarterly shutdown of food/centres to facilitate the cleaning of stalls by the owners and at the same time carry out deep cleaning of the common areas and facilities • Charge and collect from owners and tenants the maintenance and service and other charges payable on behalf of the Town Council, including taking all necessary steps to recover any such sums of money in arrears, preparation of demand letters, preparation of documents for small claims tribunal, subordinate court and High Court, etc. • Enforcement action for common areas, to ensure all tenants and stall holders abide by the rules and regulations of the Town Council and government agencies PROJECT MANAGEMENT SERVICES Township upgrading such as Interim Upgrading Programme (IUP), Lift Upgrading Programme (LUP), Estate Upgrading Programme (EUP) and Hawker Centres Upgrading Programme (HUP) has been introduced since 1990 to offer better amenities and convenience to the residents.
• Estate management services • Supervise and oversee routine maintenance and cleanliness • Supervise and oversee maintenance of common facilities • Carry out regular inspections of the common properties and facilities to ensure that the common properties (including parking lots) are in safe, satisfactory and serviceable condition and properly maintained (including any necessary repair works) • Preventive and cyclical building fabric and M&E maintenance services, minor repairs • Prepare and implement planned maintenance programmes and to advise the Town Council on the calling of tenders or quotations for the selection of suitable contractors for the maintenance, improvements, additions and alterations, cyclical works such as repairs & redecoration, re-roofing and other works for the common properties • Monitor and manage fire certification by the relevant authorities • 24-hour response services to emergency requests and lift rescue • Attend to and manage feedback, queries and suggestions for the Town Council • Control and manage use of common property including all recreational facilities and booking of facilities • Enforcement for outdoor display and illegal parking of motorcycles at common areas • Arrears management • Accounting and financial services • Administrative and secretarial services • Organisation of town carnivals and town council events • Recycling programme & recycling stations • Tender and contract administration • Project management, consultancy and quantity surveying services for upgrading programmes • Co-ordinate all consultancy works on maintenance matters performed by professional consultants • Clerk-of-works supervision • Public relations management • Actively participate in the Hakwer Centre Upgrading programme to give user feedback and discuss on layout of food centre and market with HDB and NEA • Consult with the Town Council and prepare, call, administer and supervise the various tenders for contracts in connection with the management and maintenance of the food centre and to advise on the selection of suitable contractors
C&W Services has been involved in township upgrading projects from providing consultancy services in safety and energy savings to delivering turnkey M&E solutions and installation of over 1,000 lifts under LUP. The upgraded amenities which include recreational facilities such as skate parks, hard courts, fitness areas playgrounds, barbecue stations, covered multi function hall and pavilions are practical and beneficial to the residents.
